I. Many in our community feel that if we are able to re-cycle our dollars more effectively then benefits would follow. Also, for any given issues there are a number of self-appointed voices speaking for the community without any clear mandate from the community.

D. Currently our community earns billions of dollars annually, save or invests a very small portion of this while spending the majority outside of our community presumably putting dollars in the hands of people without an affinity for our community.

E. A system that is massively and virally spread throughout our community that a) tends do concentrate earned dollars in the hands of community memebers with an affinity for our community b) tends to develop concensus around issues and provides a mandate for community members to speak on behalf of the community.

Specifically, a) The Rise financial system consists of two consumer debit cards: i) The Rise Card, is marketed to consumers who wish to receive discounts when patronizing businesses in our community. *) the Rise Card is physical and an app. The App may be shared with consumers or businesses to gain points. *) When a Rise Card is used at a Community Business, the fee the merchant normall pays goes into a Rise Community Fund. *) When a Rise Card is used at a NON-Community Business, the fee the merchant normally pays goes ino a Ex-Rise Community Fund. *) Community Businesses, may publically contribute to the Rise Community Fund and would be expected in proportion to the member patronage. ii) The Preserve Card, is marketed to consumers who wish to receive discounts when patronizing business in our community. *) the Preserve Card is physical and an app. The App may be shared with consumers or businesses to gain points. *) When a Preserve Card is used at a Community Business, the fee the merchant normally pays goes into a Reparations Community Fund. *) When a Preserve Card is used at a NON-Community Business, the fee the merchant normally pays goes into a Demi-Reparations Community Fund, less operational, development and marketing fees related to the Preserve Card and Rise Card. *) Community Businesses, may publically contribute to the Rise Community Fund and would be expected in proportion to the member patronage. iii) Community Funds are distributed to projects 4 times each year. Only Rise Card members may vote to determine *) the number of projects that will receive funding, and *) the proportion of the fund that will be allocated to each project by using a proportional voting system. iv) Projects must follow transparency and accessibity guidelines similar to those adopted by the Funds. v) The Funds are seperate non-profit special purpose entities configured to maximize capital safety.

A. The Rise system, being fully transparent, that is the summary of transactions, not the individual transaction are public, will provide the feedback mechanism by which to assess its efficacy; anyone anywhere can track the progress of funds, community businesses and NON-community businesses patronized..

L. What are the outcomes. The suceess of the funds is measured by the size and completion of projects.
